Gas pedal issue

I am recently got my 1971 F100 LWB up and running, but when I drive item having an issue with stopping. The accelerator is having an issue with sticking a little, only by about 500 RPMs. I checked under the hood and the trapeze linkage fully retracts. It seems that the only way to remedy it while driving is to lift the accelerator with my foot before I compress the break. Any ideas on how to get the pedal to fully extended?

Have you tried replacing the spring behind your gas pedal? P/n 9760 in this diagram http://www.fordification.com/tech/image ... e_8cyl.jpg

That particular spring isn't the issue. I have to pull up the pedal to get the RPMs to go down. Is there some sort of return spring that can bring the engine back to its idle RPM?
