I grew up in MD and I have to agree, they are horrible there. DC I guess is the same.

sounds like something in the shift collar is loose or broken. I bleive it as a spring. And mine did same thing in march. Try replacing the collar. Those are sold at NAPA. Or you could go buy a collum that is in decent shape at a junk yard i paid fifty for mine.
