Steering column slop

I figured the only way I could really detail my question was to video it and post it here. What am I doing wrong? The spring is not getting any preload on the cone by my upper column bearing it seems, but everything is put back together correctly...I think.

My '70 has a collar at the rag joint end with set screws on it. I put the steering wheel on and then drove the set collar up as far as it would go before locking it down. That took care of most of the movement.
