Any tube will flow a wide range of cfm ratings, but the higher the cfm, the higher the pressure drop through the tube. The equation you need is called Poiseuille's Law:

Iv = (Pi*r^4/8nL)*deltaP ,

Where:

Iv = rate of flow in cubic meters per second
Pi = 3.1416
r^4 = radius of the tube in meters, raised to the fourth power
n = the viscous flow constant for the material in question
L = length of the tube in meters
deltaP = the pressure drop in Pascals

All this metric stuff is confusing, so here are some conversion factors (from www.onlineconversion.com):

1 psi = 6894 Pascals; 1 Pascal = .000145 psi
1 cfm = .0004719 cubic meters per second; 1 cubic meter per second = 2119 cfm
1 foot = .305 meters; 1 meter = 3.279 feet
1 inch = .0254 meters; 1 meter = 39.34 inches

Also, the viscous flow constant (n) for air at 20 degrees Celsius (68 Fahrenheit) is 0.018 Pascal-seconds.

So, let's say you want to duct air from the inboard headlight of your 64 Tbolt to one of the Holley carbs on your 2X4 FE induction system. You want to use a 5" diameter tube, 4 feet long, and you want to limit your pressure drop in the tube to 0.25 psi. How much air will the tube flow at that pressure drop?

- The tube radius is 2.5 inches, or 0.0635 meters.
- The tube length is 4 feet, or 1.22 meters
- The pressure drop is .25 psi, or 1723.5 Pascals

So, the flow rate (Iv) is ((3.1416*.0635*.0635*.0635*.0635)/(8*.018*1.22))*1723.5,
which calculates out to 0.501 cubic meters per second, or 1062 cfm. So, you can flow up to 1062 cfm through that tube, and maintain a pressure drop of 0.25 psi or less.
