STEERING COLUMN REBUILD - 3 ON THE TREE

I am rebuilding the 3 on the tree column - the thick washer between the 2 shift plates. I cannot get it to turn 90 deg and get the shifter tube to engage. I have tried twisting it in either direction and cannot get it to work. What am I doing wrong? Thanks and getting frustrated
